In the process of development of web-basewd application and mobile application, several common problems occure very frequently. For example data access, the setting of user Interface template, data representation in the specific format, configuration and so on. Other problems are system architecture and deployment standard. Ronaldo (2006) suggests, one possible solution is by using design patterns and application frameworks.
Web-service technology gives possiblility to connect among systems independent from the technology implemented for every system. Furthermore, web-based mapping technology, WMS (Web Map Services) can be used to communicate between the system and to produce efficient vector-based map data format. Example for this is SVGT (Scalable Vector Graphics Tiny), part of SVG (Scalable Vector Graphics), usually implemented in mobile device application (Priyanta, 2006). Hossein Mohammadi (2003) in his publication (Developing Wireless GIS : Using Java and XML Technologies), describes mobile mapping application which implement XML technology for transfering map data from server to client. Map data in XML format received by client will be parsed by J2ME into a map image and deliver the map to the client (mobile device).
By coincident, there is a simultant technology development of SVG and SVGT with mobile device which support Java and SVG, SVG viewer dan editor. The main issue is how to provide technology (Web Map Service) and infrastructure in order to develop and deploy map data onto mobile device applying mobile phone mapping using spatial data standart format (Zaslavsky,2005). Mobile map service application will be optimum if integrated with Location Based Service (LBS). Hawking et all (2005), presents several menthology to locate mobile device, for example teknologi GPS chnologyt, mobile positioning system, RFID and semacode. LBS application domain is Maps and the way finding (Google Local & Mobile, Mappoint), Tracking (Personnel/fleet/equipment management), Social mobile apps (IM) dan Location-specific content (Locate services, E-tourist Guide).
The development of information and communiation technology frmom hardware (mobile device, computer, GPS), software, network and data communication create a new demand in community to get information service. The need of information of the citizen triggers Local-Government of

Municipality to provide infrastructure and technology to improve
the quality of information serveices to the community. Mobile information service can be a good and proper solution due to the status of Yogyakarta as Tourism, Education, and Cultural city. This is also harmonized with the Vision of eLocal-Government of
Yogyakarta
Municipality.
